they are listed in xile forum, check pk market, sticky topic "Market Status" by Matty but since its down for a while.
as far as i know for the mask and head band cost around 50vbs each... im not sure about the wings..., ask kaname / jo in guild, he just bought ice ele mask =P

u need atleast 2 element so u can do switch element changing. it doesnt means u need to hv 2 set gears. u can use bos or magmum. but many ppl dont hv anti lighting armor. so suppose to be light is beter.

really, it depends on ur char too.. like for wiz n champ get lightning for creator maybe ice for sinx mayb fire..
